About the Syndra Passive change/update

Okay, to give people an idea of what I'm talking about, below is an excerpt from Riot about the Mid-Year Mage update.
MEDDLER: We talked about both Syndra and Swain. Conclusion was Swain needed bigger work (full rework), while Syndra would be ok with adjustments in regular patches (passive probably).
So by the Passive change, what exactly is that going to be? Her Passive, Transcendent, atm gives her abilities new effects.
Transcendent effects: Dark Sphere: Deals 15% bonus damage to champions. Force of Will: Increases the slowing duration by 33%. Scatter the Weak: Spell width increased by 50%. Unleashed Power: Range increased by 75.
As a
main, to me this feels okay. But I am curious as to what Riot deems change-worthy. Personally, I'd love something more convenient that would help her during early-mid game. Instead of giving her those boosts at Max Level where she already deadly, why not spread it out during the leveling process? Something along the lines of this:
Reworked Transcendent effects: Dark Sphere: Deals 5% bonus damage at Lvl 1, 10% at Lvl 3, and 15% at Max. (I'd even take 3%/6%/9%/12%/15%.) Force of Will: Increases the slowing duration by 11% at Lvl 1, 22% at Lvl 3, and 33% at Max. (Even 7%/14%/21%/28%/33% would work.) Scatter the Weak: Spell width increases per level by 10%/20%/30%/40%/50%. Unleashed Power: Range increased by 25/50/75.
This seems fair. It's the same stats but just spread out. And with League changing, most games are lasting shorter and shorter. Based on my experience, on average, I'm able to reach lvl 15 @ the 25 minute mark so already I'm left out of gaining the full use of the current Passive. With this adjustment, not only are you able to gain some advantages regardless of level, you also feel like the Passive is actually doing something and working FOR you.
Since Syndra relies so heavily on positioning for her QE combo, I would LOVE to see some increased Movement Speed. Her current speed feels so slow in this ever speed-increasing world that by time you get back to lane after backing for items, your turret could already lose half of its health! She's slower than Garen for crying out loud. (Garen: 340, Syndra: 330.) Even with the speed mastery it still doesn't feel enough. I know you could put Speed Quints to help out, but I'd much rather use that for like Mana/Armor or something. I know Anivia has a speed of 325 so I guess I can't be too upset?
Now, something else comes to mind when Riot says they want to change her Passive. A very important person to me who's basically a veteran pointed out something interesting. And she wouldn't be surprised if Riot adds %HP Damage to her Passive per third hit. From what I've seen, I wouldn't like that because the level adjustments to skills or even the Movement Speed would be better for her kit. %HP Damage has it's place with champions, I just don't feel it's a proper fit for Syndra.
This is my thinking process and hopefully others can agree where I'm coming from.
