Challenging smite over powered?

Seems to me, this smite is so much better than a chilling smite since its pretty much like exhaust and ignite at the same time on lower cd... I build it every single game I jg. Can 1v1 almost anyone you're close in gold to that doesn't hard counter ur champ.

Even some top laners are taking smite just so they can get the skirmishers saber and they can even use it to sustain by smiting buffs if they get low in lane. Then since top laners are often 1v1 they can abuse that smite to wreck the enemy top laner.

Anyone else feel like challenging smite is too easy of a choice?
