Riot can I make a suggestion or is that a point?

I am in bronze like most other players. That's fine, I do my best every game. But there is one very frustrating aspect of this game. The jungler has wayyyy to much power of whether your team wins or loses. Many people selected for jungler spend 15 or more mins just going buff to buff. No fighting, no ganks, nothing. This makes it very easy to troll because no other position can do that with it being obvious that they are being negative. If you ask for ganks many ignore you. Some give you a wise guy response. It is very rare that you have a jungler that fights to help their team.

Can you do anything to fix this?
