On Soraka's rework, and Zilean and Braum
Braum has only his Q as a damage-dealing ability (I don't consider his ult being for this purpose). He also deals extra damage on his auto attacks after proccing the stun on a target, so that his damage can be spread about, rather than all on one ability, like Zilean. Zilean, meanwhile, has only one damage-dealing ability, causing him to hit an incredible power spike at level 9, and then gain literally no additional offensive power in his base damages for the remainder of the game, causing frustration for his opponents early, and for his team later.
So, given that, why does Soraka now have only one damage-dealing ability? Giving her only one offensive spell means one of two things: if an offensive-focused soraka build ever becomes viable, it will be incredibly overbearing early and incredibly underwhelming later. Or, it will be tuned so that her Q can never be useful for damage.
Why did you make the decision to spread out Braum's damage, to keep it from becoming too overbearing, but not do that with soroka?
