Gameplay is very Choppy today?

Is anyone else having this problem? I don't believe its my computer; I just got done playing some fallout 4 on it, so it shouldn't be my graphics card or anything like that.

Earlier today I went to play a game and got stuck on the loading screen; my whole team loaded but several of the enemy team splash arts never loaded. The only reason I knew the client had froze was because I was in CV with a friend who told me the game had started. He also commented on his lane opponent being very late to lane (suggesting that I am not the only person with a problem). When I quit out of league and login in and reconnected, the game was very laggy despite having a 34 ping. Restarting league, and my computer, have no really fixed the situation; Characters stutter step even in a custom game.

I was playing League just last night with no issues but today there is obviously a problem. Is anyone else having trouble (which means it could be server related) or have ideas/suggestions on what is causing my problem and how to fix it?

Drivers are completely up to date and, as I suggested above, my computer is more than capable of playing league.
