A needed QoL change for Heimer....

It's not satisifying to play him as an area control champion because it ceases to be possible as mid game nears. Then you just feel like a lame mage that spams W and E.

The core of the problem? Turrets die too easily. Fast dying turrets wouldn't be a problem if you could pop up some new ones in a reasonable about of time again.

Of course, another way to tackle this problem is to let turrets scale better, or scale off more things we buy (like scale with our defenses and health. Because Heimer doesn't get a lot out of maxing only AP).

But giving us ways to lower the cooldown solves another problem: The shifting map situation. It's unreasonable that you would need to place all three turrets in one battle location but then have to wait a minute before you can engage with them in battle again at a new location (this, of course, assumes the turrents didn't outright die in two seconds, as they are prone to do after the laning phase).In this case, maybe you need the option of deconstructing your turrets to gain a spare part back. I

But deconstructing turrets has to be tied with higher survivability in order to solve both of the problems. In contrast, the ability to lower the cooldown solves the problem without having to change his turrets in any other way, but may also not require as much tactical thought because it's too easy to spam them and cover up mistakes.

Buffing turret survivability and letting us pack them up, if they survive, would reward smart tactical play while still letting the enemy feel a sense of satisfaction if they manage to take down Heimers turret farm, knowing it will be a while before they can come back.

You could, of course, put a delay on moving the turrets after they have been placed if you want to try to prevent Heimer from being too easily mobile. I'm not trying to do away with Heimer's positional disadvantages, I'm just trying to make sure his playstyle doesn't become completely irrelevant mid game because his turrets are never available for placement when or where you need them. Or, when all three turrets are available but they get wiped out in one second and accomplish nothing, and now you've got to wait one minute for the priviledge of having your turrets be just as irrelevant next battle.
