Increase RANKED CHAMP SELECT PENALTY

What's the point of declaring champs if someone is very likely to leave due to low to no punishment and your pick will risk ban?

What's the point of discussing strategy with team or bother with picking champs / switch lane if an idiot is going to leave because his uncle wants his @$$ now?

And after wasting 2-3 mins finding a match, 2-3 mins in champ select (or more depending on the pick speed) ...bam SOMEONE DODGES AND YOU HAVE TO WASTE ANOTHER TIME.

At least increase the dodge penalty on those last second dodge pricks.
