if you want your support to reach items faster it's still ok, just don't expect to be dealing any damage during laning phase and having trouble last hitting with less ad till you get a damage item first back.
Not good anymore.
It doesn't help you last hit, it doesn't help you trade, and the quest results in wards rather than a nontrivial shield now. Additionally, theres no super strong support items that helping them rush can be a gamechanger for (e.g. old ardent), so you're probably just handicapping yourself with it at this point.
If you are able to survive laning fase with that crappy item may be worth, but I wouldn't buy it.
