Replace Klepto with a rune that can remove shields

Inspiration is for rule breaking right? So break the rules and allow champs with the keystone to bypass shields or something. It would be a good option for busting up this overheal meta, and at the same time getting rid of klepto's RNG bullshit. Could also deal with annoying tanks right now like Malphite and Ornn. Would be good on bruisers, juggernauts, ADCs and even junglers.
