would twitch's passive proc blade weaving?
i guess the question would be is a passive counted as a spell.

I'm not 100% sure, but I don't think it counts for Blade Weaving. Generally, on-hit effects don't count as spells.

not counted as a spell, only using an active ability would proc blade weaving. generally speaking you don't bring blade weaving on people other than like...Lucian or maybe ezreal/graves.
Spell weaving on the other hand is great for Kalista and Twitch as you generally stack your autos before popping your rend or contaminate and 3% extra damage is noticeable.
I only bring blade weaving on Lucian personally and spell weaving on Kalista/Twitch.
