@Meddler leathal stat on Towers

I was wondering how the reworked armor pen/Leathal workes on Towers. If im not mistaken, towers currently have armor, so the armor pen stat worked on it. Does it still increase the demand on Towers? What level do towers count for the second part of the damage calculation?
