How I think items should break down for next season

ADC item damage. % Armor pen is completely removed. Say good-Bye to item 3035 item 3071. Critical strike's (bonus damage) now ignores armor (replaces % armor pen) Critical damage base is now 10% of AD (as true damage) All tier 3 crit items have an additional 20 AD and 10% Crit damage bonus Tier 2 has 10 AD and full crit chance value Examples: item 3031 +100 Attack Damage +20% Critical Strike Chance Unique Passive: Critical strikes deal 30% of damage as true damage instead of 10%

item 3086 +10 Attack Damage +20% Attack Speed +20% Critical Strike Chance +5% Move Speed

item 3046 +20 Attack Damage +50% Attack Speed +40% Critical Strike Chance +5% Move Speed Passive - Phantom blade: Increase critical damage by 10% Passive: Champion can move through units (Don't know why this is unique, it doesn't stack XD) Passives with the same name do not stack

Bruiser Items. Neanderthal class Everything is made from item 3134 LOL. As before, % pen items are completely removed. There is more flat armor pen available and is spread through the items. All bruiser or melee only items will receive 10 armor pen.

Examples item 3074 +75 Attack Damage +100% base health regen +12% lifesteal Passive - Ravenous impact: +10 Armor Pen Passives - Remain unchanged Cleave Crescent

item 3022 +700 Health +30 Attack Damage Passive - Frost Bite: +10 armor pen Passive - Icy

item 3071 To keep it's flat and % pen feel, will look like this +200 Health +60 Attack Damage +20% Critical Strike Chance +10% Cooldown reduction Passive - Hack: +10 armor pen The Same rule applies to AP bruisers.

  • 500 mana +60 Armor +30 Ability Power +10% Cooldown Reduction Passive - bitter cold: +10 armor pen and +10 magic pen ======================================

Thoughts are welcome, would this fix the item problems?

Revamping critical strike to deal true damage would inherently harm any champion that has damage reduction in their kit, since true damage does not go through damage reduction. I don't believe creating a mechanic that negates a champion's identity is a smart move.
