Because it allows assholes to be assholes without any way to deal with them except sending a report after the game.

The person getting harassed can't dodge the game as it will fuck his promos and blocking the harasser has zero fucking impact. Only thing you can do is to fucking sit and watch assholes like 'Just a diamond' to go full retard "I remember you! I will fuck your promos this time too :D", " report this noob, don't let him win promos", " I hope you enjoy your loss" and simply fuck up your games.

I'd say its more to do with their shitty servers, bad connection in the evennings and not being able to deny cs.

Its quite understandable that Riot can't handpick every offender or person that is looking there to ruin your games but its quite fucking pathetic that they can't give the users the tools to block unwanted persons.
