Iron divison and matchmaking problems

So, as we know, iron is the worst division currently. I've playing since mid-late season eight, I play a lot. I usually go ranked to get out of iron, but I cant, because of my teammates. Its not like they are bad. I play in this division too, and they seems like they want to get out this. But it's becamed harder to even reach bronze. You got promoted to iron II from iron III. Its okay. Everything is good, I've won 1 out of 2, I have one more match to do it. And then, everyone is feeding a little bit in early. I ping them, but whenever i do too much, they mute me. And then they die. If I dont ping them enough, they will die, too. its absolutely impossible to do anything. For example, our jg was lvl 47, bronze IV. He wasn't experienced enough to prevent feeding, cuz the enemy's level is much higher, but both of them are in the same tier. Matchmaking should be based on both of the level and tier you play in, especially in ranked. And with it, smurfing should be bannable.

btw, maybe its an fps, but should be mentionable at some time.
