Low priority suggestion

I think low priority has a serious issue in the way it is currently implemented in that it treats everyone exactly the same regardless of how they have been in the past and the automated system lacks the input of both riot and the players to be efficient. I feel like this could be fixed through a tier system based on the already implemented honor program.

Lets say we implement a 5 tier system that scales people based on how the behave overall rather then isolated issues related to ISP and Power outages.

For starters everyone starts neutral at 0, we need to assume that everyone that is currently playing league is currently innocent of the problems that exists. Then we base players ranking on players views after the game, for instance If i get a helpful team mate or honorable opponent i would get a plus 1, bringing my ranking up on a sort of justice scale that would look like this

Angels +30 Positive 11 to 29 Neutral -10 to 10 Negative -11 to -29 Toxic -30

People in negative players would be isolated in que with negative/toxic players while neutral and up would share a similar que.

And the end of season you could dish out rewards based on positive play experience more then just the symbol that is currently rewarded. This reward would give incentive for players to be positive/kind to others.

There would have to be some sort of way to stop this system from being over abused, such as limiting premades ability to spam report someone, or making positive votes count more then negative votes (lets be honest people tend to report negative behavior then to honor good behaviors

Obviously I don't think that this system is perfect either, but it gives players some control over who is really causing issues rather then just blindly using an automated system.

This is just something I thought up, don't know if its been brought up before, or what you guys think. I'd love to hear what other people think, thanks.

I feel like this would discourage positive playing, because not everyone would be in the positive so then you would have a long queue time. Maybe implement this system as a separate from the low priority
