A question regarding the reports and the Punishments occuring.

This is a genuine question here, because i have seen a few people support this specific mindset that if you are reported for verbal harrassment such won't work if you flamed in different languages depending on your server since people think reports are never manually reviewed but only picked up by bots. I have legit met some peeps who first started being rude in english then, when they were warned by either a teammate or myself, suddenly switched their language entirely to italian, french and spanish and dannish (idk how that one's written) as it is most common in EUW. then proceeded to tilt and verbally assault the ever living Jesus out of my team thinking they are omnipotent in what they do.

Seeing how this is sadly popular it leaves me wondering thought, is any of that actually true? or is verbal harrassment picked up regardless of which languages? Just the amount of people who think they are immune to the system because of a supposted language barrier is both shocking and fascinating in a more sad matter.
