Riot, could you test this kits #1 (Talon)

I'm been playing Talon long time ago and he was very enjoyable to play until he got nerf and unbalance (to me but i donno about other player opinion <_<) for example:

1. he can be snow ball in early game with his amplifying damage + his passive.
2. his E is very risky move against hard solo CC Champions.
3. his ult well good but ...eehh :/

so i provide a similar kits with medium changes for him to test if you Riot have the chance. his Passive & Q stay the same while the rest of his abilities changes.

here are the changes:

1. his W : we wanted his W to be more challenging/surprise fun like performing more than 2 waves. for example after casting his w the first wave hit his enemies then the second wave hit and pass through his enemies from comeback and before it reach to Talon himself, he can E to the same target which he will appear at behind it creating a third wave. it will look super sick but need high skill player to do this, for extra wave his can just flash to other side.

for it's animation from his third/fourth (if possible) wave will react like his first wave where it expand to large cone shape area.

i got this idea from Ezreal where he can buff himself by casting Essence Flux and Arcane Shift to his W direction.

2. his E : the reason why his E is very risky move because when he up against hard CC champion like Annie passive or Cho'goth Q&E combo and other champion with CC! he will have no chances to react for his other abilities because everybody know where he will appear especially when up against fast pressing - button smashing maniac player out there. so that why we wanted his E to have a little buff like taunt which reduce both his target attack speed and movement speed by 99% and force the target to attack him with basic attack... for 0.5-1 second or just 0.5 second. think of this as quick react like other game you know like Prince of Persia or god of war. this way player can make decision weather they can make the first move to attack or run & flash away to safety when you are not confident with your move or you can just stand and let them make the first move, heck is your decision. plus change the name of his E pls :P

To reduce the snow ball or should i say balance, his E will now have 0.5 second of delay giving other player a fair play chance and for the second nerf, is that it no longer amplifying Talon's damage against the target because this buff will be move to his ult as his passive not remove but move instead.

the animation for his E is up to you since it has delay.

3. his ult: since his W and E got a bit buff from what i mention above, we want to nerf his ult by reducing his slipperiness. many player sick of tired chasing him while he running away with his ult leaving them without any chance after killing other player teammate but we also want him to survive as reward so this going to hard part... i think...

here are the changes:

the ult will be the same as always creating ring of blades but this time slow all enemy movement speed for 30% who caught within the area until they move out of the ring or after activating the second cast but that not all, since i want him less slippery the second cast can be automatically activate whenever Talon move out from the ring which losing both his stealth and bonus movement speed same goes when he attack within the area giving the other player chance to avenge their fallen allied. it may look like the same abilities as Akali's Twilight Shroud but with damage.

As i mention about his amplifying damage become his ult passive , it will be simple and here how it work:

Talon's basic attack and his other damage abilities will now amplifying his damage against all enemy with 30/35/40% below maximum health by 5/10/15% for 3 second. the reason why i want his amplifying damage move because i want him to be strong in mid game and late game rather than early game.

so there you have it, hope Riot could try & test this kits and give the result weather is balance or too OP. as for other summoner who read this give me your opinion and tell me if there anything to change to this kit.
