Make Alistar's passive pingable

The fact that trying to ping Alistar's passive isn't even possible to say that it's ready is appalling that you can't ping it to show how many stacks you have on it to let your allies know how far away from a heal you are. Meanwhile, Thresh can ping his passive to show how many stacks he has, which is much less impactful than a heal. Please change it so that Alistar can ping how many stacks he has for his heal.
