Soooo when are we going to see some Azir rework/retool/restructures?

Please don't say that he doesn't need it. His winrate numbers are below Galio....as well as his play rate.... I know that Riot have been tweaking his numbers but frankly that is just not going to do it. Despite the fact that they have nerfed him under the ground by removing a crap ton of utility to his kit if his numbers reach too high he will be broken, if too low he is useless (cause he has almost no utility). I'm not a meta master, but I think I can see some problems with his kit.

The stats Azir needs. Most mages focus on 2 stats. Ability Power and Cooldown Reduction. With CDR runes and masteries a simple item 3165 will get them 45% CDR, a good chunk of AP, and even some mana in there as well. Get a item 3089 and you are pretty much good to go. These two items are the staples of a mage build with other items used depending on the situation. Azir needs to chase 4 stats however. Ability Power, Cooldown Reduction, Attack Speed, and Health which is really hard to do since very few items support this build. item 3027 gives a fair amount of health and AP, but takes time to charge and offers no CDR or AS. item 3116 is almost mandatory because it is the one of the few other items to give health and AP and gives a slow but still gives no CDR or AS. item 3115 gives him that necessary AS plus a good amount of AP and CDR, but no mana or grevious wounds like item 3165 . I could go on but what I am saying is that Azir chases so many stats that he essentially needs a full build just to be in a good position gamewise meaning that he has little to no room for counter building.

Some weird ideas that may help or make him broken. Just throwing these out here. I am not proposing that ALL these changes happen, I am just mentioning a few ideas I have in my mind

1.) Tip of the Spear - Right now Azir's soldiers attack in a linear AOE that pierce all targets, applying spell damage and effects. Maybe change it so that if he is targeting a Champion with his attacks that the AOE is negated, but the attacks apply on hit effects. This makes item 3115 a much better item for him, item 3091 a possibility, and item 3153 a possible funky build.

2.) Wanting to Impress - Have Azir's soldiers grow in size and strength the closer they are to Azir. If Azir sends his soldiers out to poke an enemy laner, he loses some damage. If Azir gets dived with no escape, planting soldiers on top of himself gives him an better option to fight back.

3.) My time is up - Place little bars above the soldiers heads or at their feet that gives an exact indication of how long they will last. Right now it is a little finicky to time it (I know that is a noob thing to say, but hey, makes it easier to play as him, makes it easier to play against him)

4.) Emperors Royal Guard - Azir gets a slight boost to his armor and magic resist when near a soldier.

5.) My strength is fading - Azir loses mental focus whenever he takes damage. Damaging Azir hastens the demise of his soldiers.

6.) Do you know how conjurations work? - The soldiers time alive scale with Ability Power (with a cap and min). When the soldier is first created, it is at it's strongest, dealing the most damage. As it nears collapsing, it's damage fades.
