What if Energize items were on-hit, like Yi's Double Strike?

I was thinking it might help adc/on-hit champ itemization a little if the energized items got stacks like the above-mentioned Yi passive and so on instead of charging by walking or attacking.

Example, have say something like "Basic attacks grant one energy stack on-hit. At five stacks, your next basic attack will deal 50-100 magic damage, depending on level, and can critically strike along with your basic attack." or something along these lines.

I think this will help the item not just be something to buy if you need the extra burst, since it will help waveclear and can activate multiple times in a fight instead of happening once, maybe twice because it takes too much time during teamfights, plus it also helps the person using it know more accurately how much DPS they'll have.

(oh, and in case someone wonders how this'll interact with Runaan's, Energize passive already doesn't interact with it)
