Rylai's Crystal Scepter - the most unsuccessful item in the game

I was wondering if Rylai's Crystal Scepter works with some abilities and items. Results may be interesting...

Item description is:

UNIQUE PASSIVE: Damaging spells and abilities apply a Movement Speed reduction based on the spell type: Single Target: 40% reduction for 1,5 seconds. Area of Effect: 40% reduction for 1 seconds. Damage over Time or Multi-hit: 20% reduction for 1 seconds. Summoned Minions: 20% reduction for 1 seconds. (If a spell fits in more than one category, it uses the weakest slow value.)

Because Summoner Spells also are spells, I need to notice that none of them applies slow from Rylai's (yes, smite too).

Abilities that DOES NOT apply slow from Rylai's:

  • Teemo's E (Toxic Shot) - Which is interesting, Singed's Q (Poison Trail) applies slow. Both abilities poisons the target.
  • LeBlanc's Passive (Mirror Image) - It is not damaging ability. Did you know that LB's clone CANNOT deal damage even with basic attacks?
  • Darius' W (Crippling Strike) - That's true that it's on-hit ability like Kayle's E (Rightenous Fury), but it isn't multi-hit. It just upgrades one basic attack.
  • Draven's Q (Spinning Axe) - It isn't multi-hit. It's just ONE upgraded basic attack. If you catch an axe, you get another.
  • Darius' and Twitch's passives - For no reason.

Items that DOES NOT apply slow from Rylai's:

  • Banner of Command - _It isn't summoning a minion, but buffing.
  • Rightenous Glory - Does not deal damage.
  • Rightenous Glory - Does not deal damage.
  • Zz'Rot Portal - For no reason.
  • Sunfire Cape - For no reason.
  • Tiamat (and Ravenous Hydra, Tytanic Hydra) - For no reason.
  • Statikk Shiv (and Rapid Firecannon) - For no reason.
  • Runaan's Hurricane - For no reason.
  • Liandry's Torment - For no reason.
  • Duskblade of Draktharr (Nightfall effect) - For no reason.

Abilities that DOES apply slow from Rylai's:

  • Mordekaiser's R (Children of The Grave) - _Ghost's basic attacks are slowing opponents. Slow can be applied by champions as well as by dragons. _

Items that DOES apply slow from Rylai's:

  • Bilgewater Cutlass (and Blade of the Ruined King, Hextech Gunblade)
  • Luden's Echo
  • Hextech Protobelt-01
  • Hextech GLP-800
  • Jungling items with "Runic Echoes" enchantment

  • Darius' W is an enhanced auto-attack. It is therefore not a spell or ability.

  • Draven's Q is an enhanced auto-attack. It is therefore not a spell or ability.

  • Darius' passive and Twitch's passives are on-hit effects. They are therefore not spells or abilities.

  • Portal does not deal damage

  • Sunfire Cape's damage is a passive

  • Tiamat's passive is a passive. The active should indeed be changed to apply Rylai's, though it would have no practical application

  • The damage from SS and RF is passive

  • Hurricane's bolts apply on-hit effects

  • Torment's DoT is a passive

  • Nightfall is a passive

i dont even wanna start to explain here omg oh look someone else already has... and all this information already exists in one convenient place

check the lol wiki and it will tell you which abilities will and wont apply certain things, it all makes sense and follows its own rules quite well

but let me ask you, have you imagined what teemo would be like if he applied rylais (and other effects) on his E? item 3116 item 3151 item 3285

the change to apply to aoe effects was a huge mistake. almost every single ap champ is buying the item right now. its way too strong.

didnt riot deem perma slows toxic at som point? i guess they changed their stance on that.
