Solution to New Champs in Ranked

People playing Champions for the first time in Ranked. I've grown frustrated of getting in game with someone, and champ select goes fine, but then immediately after starting the game, your chat log appears with the message, 'First Time [Insert Champ Here.] Or... someone is getting rekt in lane, then asks, 'What does this move do?' 'How do I do so and so?' Or the world famous, at end game chat, 'Sorry guys, first time [Insert Champ Name.]

Is there anyway to make people NOT play champions for the first time in Ranked? Atop my own faults, feeders, afk's, and trolls, people playing new champs is one of my least favorite, and hardest to deal with problems in Ranked League.

My solution is to make it where you cannot play a champion that you have not achieved the first mastery score with?

I mean, that's not bad right? Seems fair and everything? Shouldn't hurt anyone's feelings.

It's the best solution I could come up with.
