Is the combination of Fervor of Battle + Trinity Force into tank OP now?

Besides the fact that Yasuo is using it (and there are many complaints about that) I've seen some people playing Ekko and even Fizz with that combination of items and masteries. Even after all the nerfs Riot did to them to stop them from building tanky.
