Modern League is a two-fold problem
Many champions like

etc are seeing so much success because of the items and runes in the game. AS Attackers are usually heavily dependent on items so if the items they use get nerfed, so do they. The problem is, there hasn't been a real nerf to the damage of AD items for years and I doubt we will ever see one.
Riot also has an additional problem as well created by themselves. A few years ago, when
was released, Riot realised that releasing champions in an overpowered or overloaded state would essentially net them more profit as hardcore gamers would rush to buy them as the meta was dictated around them. This has caused an over-saturation of broken champions that are too strong and then nerfed into oblivion - both

This philosophy has completely destroyed the delicate balance that League once had, where any champion could find success and the gap between reworked and new champions and old champions is so far apart at the moment. This is basically Riot telling you to buy a new champion if you prefer some of the older designs. (Which I do since the older designs had more clear and simple kits and we not limited to just one way of building them).
This has given Riot a short-term profit boost but at the expense of longevity to their game and I think its very sad to see them go down this root. I cannot remember the last champion that came out underpowered and Riot just keep adding more and more mobility, broken gimmicks and heavy damage to new champions. It is true that this is not "pay to win" exactly but its the closest thing to it as new champions that have arrived since
have more and more advantages over older champions and reworks are becoming more and more overloaded as we go along.
For example,
's ultimate is primarily an AOE CC ultimate but it has insane damage numbers and just serves as an example to Riot's current philosophy.
