Ranked Matchmaking, Someone Please Explain

Okay, I would really love a link or a Rioter to explain the ranked matchmaking to me. I want to know why I was matched with a NON RANKED summoner, who has played 2 games and lost them both when I was in my promo for Silver 4. Now, typically I understand the basics of MMR. I understand that I will get matched with people in the general divisions around me BUT here's thing, he has played 2 ranked games not just this season but his ENTIRE LEAGUE OF LEGENDS CAREER. I would understand if he was in high silver last season and lost a couple of his first placements. THAT would make sense as to why he is playing with me. That is not the case here so if anyone has some insight on why this happens please let me know.......
