potential solution to the armor pen abuse (on adcs)

My suggestion to combat the abuse of the armor pen builds that are being abused right now, is to make the dusk blade a MELEE ONLY item, that way the offenders (namely jhin mostly or MF) can go back to building his old crit builds and not need nerfs... he was perfectly balanced before everyone started to abuse the armor pen on him which is going to suck because the people that actually enjoy playing the crit build (and a more healthy version of jhin) are being punished for it. What do you guys think?
