these trolls are getting out of hand

ok so for the past few days i've ran into so many trolls that feed talk smack on everyone and then disconnect in ranked this is a huge issue because i've ran into the same person at least 3 times and he trolled every time both team reported him and yet hes still going on his rampage i just am getting mad because this guy can do this time after time but if i miss a ban or champ select i get banned and that's after one time help pls
