I think it can be a bit of a trap. It calls for ad carries to use their ults in order to get more dps from the item but to do this they typically will use them at less-than-crucial moments.

uses point blank 0.25s stun for some dps rather than for initiating with the 3s stun

uses the thing alright but is semi- wasted on the classic 5 man gangbang onto unsuspecting laner we all saw back when she was pick/ban. Definitely not a terrible pick for her by any means though and can be used effectively

needs to cut his ult short in order to make use of the passive or else he only gets a bit of the effect out of it
