Why does irelia's equillibrium stun me when we are both at full health?

I like the idea of a skill becoming stronger when health is lower but it's frustrating when I just got back to lane and a full health irelia can just stun me and get off some free damage. Also her e tooltip says enemies with current percentange health that are higher and not "equal or higher". Edit: btw I'm not asking for a direct nerf, I just wanted some clarity with this inconsistency. Whether or not it was a feature or is a bug that somehow went unnoticed for years.

Because they're making something binary that has three possible outcomes. Higher, lower or the same. The same HP must go one way or the other. What is the case for it do punish Irelia? Given the situation will cause frustration to either the play as or play against case, there isn't really any.

At a more abstract level, it's because Irelia is the one making the pro-active play and/or the one doing an action (person the button). It's better to err on the side of pro-activity and action than passivity. The frustration felt by Irelia in the situation where she is the one doing the action is going to feel much worse because -- as Irelia is doing the action, while the opponent does not do anything and has no agency -- it's more noticeable to her.

It's not that it's a 'good' solution, but more of a 'less bad' solution.
