CDR Has Become Too Easy To Get

Simply what the title says. I am a top lane main and I will admit my elo is not that impressive, being Gold 3, but I'd still like to give my opinion on the status of the game. As of now CDR can be gained through runes very easily with the addition of the base stats rune section in the secondary tree, you now can grab 10% CDR (Scaling from 1%-10% by level) along with 10% in the sorcery tree using Transcendence (Which also gives you AD/AP for your extra CDR) and the extra 5% in the inspiration tree by using Cosmic Insight. Then items like Sheen, Kindlegem, Caulfield's Warhammer, Ionian Boots of Lucidity, etc aren't very expensive. All of this together causes champions like Aatrox, Riven, etc to be very strong in top lane or other lanes. Direct nerfs to champions that abuse how simple it has become to obtain 40% (Or 45%) CDR isn't necessary when all that needs to be done is a nerf to how much CDR is given in the rune trees and how little CDR items cost.

They started slapping cdr on every item.

I will say that I kinda miss back in S3 where 40% cdr was not mandatory and actually made you have trade-offs for it. Feels bad when all 6 of my items give +10% cdr and I only get credit for +40 cdr, makes 2 items feel useless.

yes you are correct that you can get up to 25% cdr from runes if you chose those paths.

~~but as far as items in the game on 5 give 20% cdr ~~ item 3110 item 3025 item 3071 item 3078 item 3508

all other items is 10%

i just learned that item 3285 also gives 20% cdr so thats 6 items

The only class of champion that remains without CDR is critical strike champions. And they used to have that in the form of Essence Reaver before it was reworked. (I wonder if there is a correlation between critical strike ADC's under performing early and their lack of access to CDR)

they should remove the CDR from item 3147 item 3142 so that assassins are punished harder by mistakes, and if they want to have CDR they need to sacrifice 1-shot potential

I'm not sure if I'm in the minority here, but I've found the 1-10% scaling CDR rune to be exceedingly useless. It's an earlygame meta, and direct flat adaptive force or AS is going to help much more than that 1% CDR.

complaining that cdr is too easy to get for caster champions is like complaining that attack speed is too easy to get for auto attack focused champions.

most of the cdr is on items that are designed to empower spells, which makes 100% sense.

im personally not a fan of the cdr stat shard exactly for the reason that enough cdr is accessable through items, and the fact that it takes until lvl 18 to ramp up makes it simply not worth compared to 10 adaptive force.

long before the cdr stat shard makes a difference, you could already have 40% cdr with either transcendence and/or blue buff, and two cdr items.

Well the problem is that the playerbase does not care about strategy. They just want to fight and fight and have no mana or CD problems. So now everyone has infinite mana and max CDR.

This also causes damage creep to go up because people can use their abilities all the time and more frequently increasing damage output.

I mean it's not like Transcendence is a thing and may be the reason we have so much CDR.

If everyone who might want CDR has 40% of it, that's one less variable to balance around. That's why it's everywhere.

Seriously needs to be removed from a few items or nerfed. The only mage I get max CDR on is Syndra so I can achieve the 7 sphere ult (which you only need 35% to do so anyway). Thank the gods item 3027 doesn't have scaling CDR or I would actually off myself.
