need an explaination on why riot thinks the current dodge punishment system works just fine?

I have lose about 200lp due to dodging since Kayn released.

Main reasons were:

  1. player troll pick (kalista support, tristana support), and troll picks caused of bad communication (1st pick select janna in a blink and support was like 'i main thresh wtf'; 3 autofilled teammates want to work-around role swapping but failed even at champion select stage etc)
  2. delivering auto-filled rage in the lobby (CAPS and keyboard smashing etc)
  3. intentional troll ('very sorry to inform you that cuz my team trolled me today I will troll you this game')
  4. teammates fighting each other already (sometimes ppl's pre-selected champion got banned by a teammate etc)
  5. players picking newly released champ and their op.gg shows that they are 99% likely to feed, e.g. 6 loses 1 win and that particular win was with super bad kda/stats plus when I click into the detail it shows that his mid and adc went 10/0 etc (by new champ i count in champs that recently received a complete remake like Urgot, and champs which released within a week time)

What I don't understand is why I had to wait 30min and -10lp after the first dodge?

When will the rank disable newly released/newly reworked champ (this suggestion has been around for years I think)?

What makes transferring the punishment from raging & trolling players/ the one who caused the fuzz and refused to dodge the queue to another player who's face was like 'wtf is going on' a 'fair and just' (or in another word, 'working') system? Ofc if I have a choice between 100% losing 10lp and 99% losing 20 I would go for the 10, and I understand dodging is exploitable in a way, but what is the logic behind a miserable and dull 30 minutes wait when I am only being reasonable to myself and reactive to potential ultra-bad gaming experience? Is it really impossible to design a system that detect exploits instead of treating every dodger as 'exploiter'? Like a 1 time vote to report somebody from the b/p lobby so that the dodge punishment will be halved etc (well ofc I'm just trying to throw something here)?

The dodge system works just fine, you are being punished for it and whining on the forum. Stop dodging and you won't have this issue. The only valid argument you could make out of what you wrote was that it doesn't work because you keep dodging, though clearly you want to dodge anyway. It's to get you to STOP dodging, doesn't matter the reason. The only thing they could do to "fix" it is to make it more strict.
