Why is Veigar allowed to have such high AP scaling and base damages for an infinite AP stacker?

Not saying he is OP or anything but seriously he has some of the best AP scaling and base damages in the entire game and he can stack a rabadon's with his AP stacks on top of it.

Meanwhile Cassiopeia who can also build high AP(but with no boots and after a LOT of gold) is forced to have some of the worst AP scaling in the game. It's not hard for veigar to get over twice the AP of anyone he lanes against fairly early, so why can he get so much benefit from it immediately?

Because he's slow, squishy, immobile, and everything except for his R is a skill shot.

His damage is very telegraphed and easily avoided.

Cassiopeia also has a 1 sec cd on her skills.

Punish Veigar and there is no problem.

He is a burst mage. Veigar is supposed to be underlooked the entire game until he starts to feel powerful. he would then be able to take a game into his own hands. it is kind of the feeling of the character that makes you invested in them. think of maokai. maokai always seems sturdy and unable to die, always angry with constant crowd control unleashing his tree stuff every where. it is just how the champion feels that is most important. a bad example would be swain. he is supposed to be some major leader, a master tactician, but all he does is walk at you slowly killing you. the character needs to feel right and veigar does

Cass does significant damage with her bad AP scalings. If she had good AP scalings like Veigar, she'd be doing too much damage. Cass also has significantly more utility than Veigar with her grounding spell as well as her ultimate. She also as you mentioned does not need boots which frees up an extra item slot that other champions would normally reserve for their boots. In all though, simply play just about any assassin and proceed to completely eviscerate Veigar at every stage of the game. Especially Zed.

Both champions occupy entirely different roles. Both are AP carry and mages, yes but there is a lot of variance there.

Cassiopeia is a low cd spell-flinging machine gun mage (Ryze "Hey that's my name...") that does consistent damage much like an AD Carry would. She has very low AP ratios because all of her attacks are DoT/low cooldown spam. Cassiopeia is an mage living the dream of being an ADC. She have mobility in her passive to give her kiting ability to keep pumping out damage nonstop. She's a bit like a mix of Kalista and KogMaw in the way she likes to dish out damage. Like an UZI she may not do the most damage per shot(spell) but she has a very high rate of fire and can dump out a lot of bullets and pelt the enemy down. Thus common items on Cass focus more around providing her mana and mana regen so she can spam out spells nonstop over the course of a fight. Contrary to belief Cass is a bit thiccer(tankier ) than other mages and can also build tankier without much damage loss (search Blitz League Abyssal Mask Cass on youtube for a great video about Cass itemization and damage breakdown).

Veigar on the other hand is a slow, extremely fragile champion that scales up to deal a ton of damage and infinitely at that. Veigar is a burst mage and probably the most effective (damage wise) burst mage in League of Legends (Aatrox "But..."). There aren't really any ADC's to compare to Veigar other than maybe Jhin maybe? He likes to deal a ton of damage all at once basically to burst someone out and kill them in one rotation. That's the goal of a burst mage. To use one a combo of spells to instantly delete someone off the map. In order to kill someone quickly, you need damage and a lot of it in a very short span. Think of Veigar as a shotgun in a sense. He can't fire as fast as an UZI but when he lands a shot on you it's gonna hurt A LOT. That being said Veigar also has a very slow ramp up over the course of the game due to his focus around stacking and because it's hard for him to get involved in fights early cause he's smoll and slow Veigar "What was that...? Was that a.....ergghhh!") so basically Veigar is a very high risk and reward to play. A lot of the times he can seem to have more against him than he has going for him but once he gets to that instant deletion point sure, he can wipe you quickly off the map but you can do the same to him as well due to his extreme fragility and little mobility.
