New draft normals = 6-8 min selecting + constant dodges

Is anyone actually able to play? I've been in multiple selects and all of them dodge.

So far its wait for queue pop, get in champ select, 5-8 minutes ban/select, then someone dodges and the cycle repeats.

Please tell me this isn't only happening to me.
