Mod skin professional

Hello everyone, i have found this program 'Mod skin professional' on youtube, basicaly i can play with any skin i want, but others cannot see it, and i wanted to ask does anybody know is it legal to use? or can it get me banned if i start using it? the youtubers words was that ''this program is completely safe, i would have not created this video if this program could get you banned'' :D
