FPS is far lower than it should be

I have a i3 6100, 8GB of DDR4 RAM, and a GTX 1060 6GB and my game cannot run above 70 FPS at the lowest settings, sometimes dipping to below 40. I don't have v sync on and all of my drivers are up to date. Any help is greatly appreciated.
