Failed Power Fantasies
I feel like a couple, champions have kind of failed power fantasies. How much these are Riot's fault, and how much they are the communities perceptions of what to do on them, I'm not sure.
The common obvious one I run into is Ezreal. Specifically, early tear Ezreal.
I feel like it's been a very long time since the blue-build power fantasy was something that could be reasonably attained. These days, it's a dream that only exists inside of a mid-game-but-ahead window that is extremely difficult to achieve when your build is the only one that can get a kill or two before first back, and come back weaker than the opponent adc. Sure, it's still achievable, but even when Ezreal wins games, it seems to be without actually reaching that fantasy. He is either carried, or simply doesn't get it done at a point where the build shines through. What I'm not sure, is whether this is the community's fault for believing that it's the one true path, or Riot's, for having actually made it that way. (I'm not really sure if he's not simply better with another build)
The other one I see, though less frequently, is Singed.
Suicide Singed is liability before 30 minutes, unless his opponents are really dumb about him. The irrepressable hyper-tank rarely comes into play. And his team is sort of required to do all the heavy lifting to survive until that point. Again, games are won in spite of him, more often than because of him. Mostly you just end up with a nearly int'ing pinata for the opposing team who never gets to scale. This one I think is both Riot and the community's fault, because Riot made his normal laning suck garbage, and a few highly well known people have popularized the suicide play-style.
Before, I would have put Cho-Gath on this list, but due to the feast change, I'll reserve judgement for the moment.
Infinite scalers in general always seem to skirt this problem.
Is there anyone else I'm missing?
I'm counting more kits with playstyles, than just hyper-carries for whom getting to late game playing normally is always a bit of a challenge.
