What league is considered a good achievement?
I'm currently climbing through gold slowly.
When can I consider myself reasonably good at LoL?
At what league would streaming be worth a shot?

If you're looking to actually get good at the game, then around D3+.
Before then, you can breeze through the game being mechanically talented.
After that, you need to have a good fundamental sense of macroplay to succeed.

Never ask this question for people will always look for a way to discredit your hard work.
For example if you are a legit terrible player, bronze level, but you finnally make it into silver by yourself, with zero help, you should feel proud of yourself, you had a goal, and you worked hard for it. No one should take that away from you. Same from going silver to gold, and gold to plat.
Ive learned at this point people are honestly jerks and will look for a way to discredit what you accomplished. "oh you only got X because you played X champ" or "oh you got X during preseason so X does not count" or most famous "Lol X takes no skill it's all about earning Y"
but honestly anything gold+ should be considered a good achievement for it's the above average norm.
As for streaming the higher u climb, the more views you will get if your consistant.
Personally, I'd say Plat+. However, the keyword here is personally. Some people are proud to make it out of bronze and into silver, and many people applaud that if the person really has the personality to show for it.
By the time you're in gold, I believe statistics say you're already ahead of the majority of people from a numbers pov. For example, LeagueofGraphs says Bronze and Silver make up 58% of the Ranked population. Even ignoring the gigantic casual scene, you're literally outperforming half of all players in the game.
In my opinion, streaming has more to do with you, your personality, and your persistence rather than your rank. And this really goes with a lot of your questions if the end result is just to show yourself off. Rank is one thing but nobody will ever watch you if you're an unbearable boring asshole that can only think in terms of what other people expect of you.
If you want to stream someday, start streaming today.
If you want to stream then go for it, you can do it at any elo. Most people these days watch streams for entertainment purposes anyway.
