Oh look Shaco is invading my jungle, I guess he just gets to do it and run away because who gives a fuck about getting caught when you can just disappear with great mobility. Oh you wanna follow him? Enjoy being feared for 20 seconds. Oh you actually caught him? Oh well he has his R so enjoy watching him disappear from the game long enough for him to Q away again, you know not that he'll fucking one shot you even as a tank anyway.

Really good game you got here. You're either someone with mobility, or someone that gets to lose the game to someone with mobility.

Shaco has tons of counterplay, we're not going to nerf him just because you havent found it yet

The counterplay is vision and preparation. If he was able to get into your jungle and then escape while fearing you it's because you didn't ward rivers to see when he begins invading, and because he prepared boxes in advance to cover his retreat.

He got the drop on you because he took the time to prepare and you didn't. If you prepare then he won't be able to get such a drop on you.

The counterplay is in macro-gameplay, not micro-gameplay. Vision control and predicting his plans is important if you want to out-play him.

Shaco is a useless champion once you start grouping. He can't get free back stabs and he will get one shot the moment he goes in. Him counter jungling is just his attempt at making you as useless as he is later on. If he takes some camps and gets away, oh well. Just group and break his towers if you have no camps to take.
