w/e the balance team was on when creating the numbers for juggernaut/adc itemization

put them back on it, like shit the itemization for juggernauts and especially ADC's have been ridiculous, overstatted items and now it comes to mages and you're trying to actually balance the items, come on rito give us AP players our months of OP items as well
