FPS LAGS in 2k17 why?

I dont know why riot does this guys, but i think they went into the business, and made the game not that playable for bad computers, they might want you to upgrade components, coz i experience so much lag since the new patch, and its a bit funny, coz its fps lag, do you experience it too ?
