Incoherence in Riot's champion balance ?

Hi,

I wanted to create a board about this topic in some time and today is the day.

The topic ? Garen.

Everybody knows the new player friendly Demacian juggernaut. He is notorious for his silence and "spin to win" mechanics. But those are not the parts of Garen's kit I want to discuss and hopefully have Riot's opinion on.

My issue with Garen is in his ultimate's passive. Giving true damage to a champion that already deals a lot of "easy" damage is in my opinion too much. Added on top is also the "free" tackiness from his W passive AND damage reduction on his W active. Now, i talk about Riot's incoherence in my title. What I mean by that is that when they balance a champion they have their reason, whether it is too weak or too strong or just needs to have some mechanics changes.

During the mid season changes made to Veigar, He was changed so his ultimate would no longer deal 80% of the enemy's AP as bonus damage, since it was an unhealthy mechanic and giving Veigar more power even though he was behind or punishes a laner that is doing well against Veigar. I see the same unhealthy mechanic in Garen's ult passive giving him even MORE damage if he is getting beaten in lane. doing well against garen, then seeing him blast your face for 1000 true damage at lvl 11 is in my opinion ridiculous. Most champion have to work for their damage. Darius for example, another notorious true damage juggernaut. I have no problem with Darius since he has to work to get his stacks to get a good amount of damage on his ult. On they other hand Garen gets his damage way too easily and makes playing against him really aggravating since if you lose to him he still one shots you and if you beat him he can still one shot you. My solution, remove the true damage part of his kit.

That would be it.

I am ready to discuss opinions and hopefully get riot's.
