Does anyone think that Sterak's and PBE Rylai's are comparable power boosts next to Zeal items?

They are all within 50 gold of 2600

Sterak's costs 2600 400 health 25% base AD increase UNIQUE – LIFELINE: Grants STERAK'S FURY upon taking 400 - 1800 (based on level) damage within 5 seconds (60 second cooldown). UNIQUE – STERAK'S FURY: Grants increased size, +25% additional base attack damage for 8 seconds, and a rapidly decaying shield based of 30% maximum health for 3 seconds.

Rylai's Crystal Scepter Total cost lowered to 2600g from 3200g Recipe now: Blasting Wand + Amp Tome + Ruby Crystal + gold. Stats & Effect : "+300 Health +75 Ability Power UNIQUE Passive: Damaging spells and abilities reduce enemy movement speed by 20% for 1 second."

Runaan's Hurricane costs 2600 +40% attack speed +7% movement speed +30% critical strike chance UNIQUE: +15 on-hit physical damage UNIQUE – WIND'S FURY: When Basic attacking, bolts are fired at up to 2 enemies near the target, each dealing 25% AD physical damage. Bolts can Critical strike icon critically strike and apply on-hit effects.

I don't tend to see people rushing Sterak's. Rylai's will likely also disappear from being a common rush item based on the PBE version currently.

But Zeal items all provide a rather massive power boost when completed be it marksmen, Trynda or Yasuo. Might these items be too powerful as stand alone items for the cost of about 2600?
