...You have to reduce the cast time with the mechanics you just changed.

Cho already had a hard time in pretty much all of the past 8 metas, outside of mid-lane (where he just AFK farms waves with Q/W going full AP early) and jungle (where there's nobody to interact with and he maxes E first).

This change will not be power-neutral. It makes W harder to utilize well when Cho already suffers severely in the 'hard to utilize well' bin of champions. He can't even function top lane atm with the likes of GP, Gnar, Trundle, Darius, Irelia, etc all hanging around.

**Speed up W's cast time drastically if you're going to make it affect post-animation rather than pre-animation targets. **

While you're at it, make it so W can actually hit in melee range. Its hideously disjointed.
