Just my input about the minion changes.
Melee Minions Base HP :: 473 >>> 480 HP Growth :: 18 +0.3/upgrade >>> 21 Gold Value :: 20 >>> 21 Gold Value Growth :: 0.125 >>> 0
Caster Minions Base HP :: 296 >>> 320 HP Growth :: 6 >>> 14 Gold Value :: 17 >>> 14 Gold Value Growth :: 0.125 >>> 0
Cannon Minions Base HP :: 828 >>> 900 HP Growth :: 23 +0.3/upgrade >>> 50 Gold Value :: 45 >>> 60 Gold Value Growth :: 0.35 >>> 3
HP Up across the board, HP Growth up across the board, Gold Value up on Melee, and Cannons. Down on Casters. Gold Value Growth down on Melee and casters, up on cannons.
So what will this do to the top, mid, and bot lane.
In the lower elos, players will not really notice these changes all too much. They are already missing about 40-60% of the minions. Sorry not sorry, its just the truth.
How this will effect the majority of the rest of the game.
Roamers will either lose a bunch of power or gain a fuck ton of power off of this change. Namely Taliyah, Ryze, A Sol, etc. Because not only does this slow down their waveclear by a bit, this also slows down top and bot lanes waveclears as well. The direct impact that it will have on the lanes are unknown. But if mid lane takes an extra 1.5-3 seconds to clear the minion waves on a cannon minion and bot/top lane take an extra 2-4 seconds to clear the cannon minion, that will further increase the availability for roamers to shine. But lets also flip this argument and assume that Roamers take 2-4 seconds longer to clear cannon waves, and top/bot takes 1.5-3 seconds. Roamers will be less sought after and more waveclear orientated champions will be brought in to be safer. Such as Orianna, (maybe viktor?), Ekko(?), etc. They are generally safe, and have high waveclear.
But overall I think this is going to be a massive buff to roamers. Because they can more easily ignore a non-cannon wave, prep to go to bot/top and gank, since it will take longer for them to get punished on the non-cannon waves. Then a big buff to Waveclearers as well. Because they are already going to be sitting back anyways, since they are going to always clear faster than their opp, they will always shove into the enemy turret faster. The only people that are truly going to be hurt by this are middle of the road champions. Not full waveclear and not full roamer. Champions like Azir, Ryze, Malzahar, etc.
How this will effect the Longevity of games.
As I am currently thinking, I think this will force mid laners to bring Minion Dematerializer to lane, if they weren't already.
Cannons will be a real objective for everyone to force away from the opp team. If playing safe (which the pro scene will) they will go with waveclear. If playing aggro, they will play champions that will punish you very well for getting close to their zone, like a Draven with spinning axes. But I am predicting that everyone is going to copy the pro scene, and do waveclear based champions.
TL;DR
Roamers and waveclear champions get direct buffs from these changes. Meaning middle of the road champions get hurt.
Hyper harass will be very strong early game which can transition into a even stronger mid game, but majority of players will opt into the waveclear route for the safety net it provides.
In short, this will have a big impact in solo and pro play. I believe that pro play will go full waveclear and solo will copy with a few players being smart and going good harass.
