Make Pick Order In Ranked Be Determined By Elo
Why did they ever change it? It makes no sense to have pick order randomized

IIRC, the reason they changed it was because that most of the time the entire team was within pretty poor certainty bounds for the Elo system (ex: If I have 1010 Elo and am above someone with 1000 Elo, but the Elo system is only 55% reliable with an Elo difference of 1%, it's barely legitimate to say I'm probably a little better than that guy). However, "stfu scrub I'm above you so I'm better than you," "oh nice ban ideas bronze that's why you're 3rd pick" was a lot more probable than a decent Elo comparison and prompted some pretty lousy behavior.
