How can nerf some items or buff items for mid lane to bring out more champions that don't build ryla

Right now rylais in the mid lane is crucial for a champion to be picked. Looking at worlds we see evey AP midlaner rushes rylais as their second item and proceed to dominate. I know there are plenty of champions played so far in worlds but we see dominating picks that can utilize rylais to its full value being pick/ban 100% in day 1/2 (syndra) I want to know everyone's opinion on the current rylais meta and what are your guys thoughts on either buffing up other ap items or nerfing rylais.
