When is Annie getting her TF style nerf?

A while ago Twisted Fate was an extremely popular pick. In response to this, Riot decided to change the way his W works. They reduced the overall duration of pick a card from ~10 seconds to ~6 seconds (I don't know the exact values) in order to reduce Twisted Fate's lane presence, which was a fair nerf as it was a little oppressive to have a stun on your next aa within 10 seconds on a 4 second cooldown. Twisted Fate could pull a gold card, parade around the lane and zone you off of minions for 10 seconds at a time.

Enter Annie.

This immense lane bully of epic proportions will dance around the lane, last hitting freely with her Q, and then gain immediate dominance over whatever puny champion you think may stand up to her ridiculous amounts of damage and cc once she casts four spells. And this is pre-6. I am not complaining that she has a stun: it is an integral part of her full burst combo. What I am complaining about is the amount of presence she gains when she has it up, and the fact that it has no limit. Annie can dance around in lane for as long as she wants with her stun up, zoning out her opponents without any effort at all. And if you try to tell her "No, Annie, I need to get some gold too" you end up in the fountain treating 3rd degree burns and spitting out chunks of hair from Tibbers' paws from when he mauled you in his sudden coming heralded by fire.

What I suggest is a change to Annie's passive. When Twisted Fate was nerfed, it was because he could zone the opponent for free for long intervals. Annie can do the same thing now, since the update where her Q refunded mana and cooldown upon killing a unit. The only difference is that she can do it better, and longer, than the card master ever could. If her passive expired after maybe 25 seconds (which is a very generous number, considering her ludicrous burst potential without any items) it would serve to bring her more in lane with other lane-dominant champions. She should probably lose some damage as well, considering her ult is an insta aoe stun that does upwards of 800 damage late game, but that's just one man's opinion.

Feel free to comment and leave feedback on why or why not you think this change would be effective.

Edit: Wow, lots of hate for me for suggesting a change to Annie to make her a little less insufferable. I've responded to a few of the more stimulating and well thought out posts. I would still love more replies.

Some points about Annie:

  1. She is forced to auto-attack to last hit while she has her stun up to maintain it. If you played Annie, you will know how bad her auto-attack animation can be(Annie support is another problem, but i think you talk about Bursty Annie Mid).

  2. Every ability of her kit (except maybe her Ultimate) has a really really small range. If you play Annie, you are forced to stay closer to farm and you can be bullied by longer range champions (Poke Mages). She lacks safe farming, she just has an easier time when you allow her to do it. Also, she can be ganked easly if she doesn't have her stun ready.

  3. Her passive needs a lot of preparation and planning to use it right. If she spams her abilities, you will easly know when she will have her stun ready and play around it. It also needs multiple targets to build up stacks or to waste her W or to use the 10 sec CD E.

  4. She has no Mana recovery system. Her Q only refunds the cost and half the cooldown if it kills a target (most of the times a minion).

Now Twisted Fate:

  1. He is forced to not auto-attack when he uses his W. Instead, he is allowed to use his Q for easy last hits or to push the minion wave and maybe a little poke. Different abilities with different interactions.

  2. His Q is a powerful long range farming, pushing, poking ability that ironically is the ability that every Twisted Fate maxes first. Twisted Fate isn't forced to endure deadly poke by easly throwing some cards from afar. About ganks, it depends how aggressive he went and if he used his W before or not. And again, he has the option to play safe.

  3. Every W he can get a stun. Period... Its cooldown is small too. One more thing to note is that if he hits one gold card, his next W will be a gold card instantly.

  4. Twisted Fate can recover Mana from his W. Now people would say "But you will push the minion wave!". You can easly use it for last hits to avoid this situation.

He's still more popular than Annie and their winrates are about the same.
