How does match making work?

Literally get the worst of the worst in promos. So bad they actually anti carry even when I lead the way to the win and they think they can play the hero. Impossible to gain with just in-game-skills. This game has become nothing but a roulette machine, if you're lucky you'll get people who can read/follow directions to end game.
