Can't Duo for promo series (Diamond & Gold player)

So my buddy and I were wanting to do our placements together, you know since we have no ranks right now right? Unfortunately we can't. I do not understand while we are "unranked" we are unable to to our placements to be considered "ranked". I haven't read much on the new dynamic queue but it doesn't seem to be working "dynamically". Consider myself flabbergasted.
