I think Shyvana is quite strong in this patch. First of all, she can clean her jungle quickly so she can have level advantage Apart from the level advantage, she has great 1v1 advantage too Therefore, she can control the whole jungle since the early game Finally, she can make a huge damage when she finishes the stack of Devourer
Ok, so she has no CC. She has movement speed and damage. IF she can't do a lot of damage, she is pretty useless. She is still very weak early game even with Devourer finished. Yes, she clears really quick but other junglers do too.
Also, as far as out leveling people goes. The way Jungle Exp works, its really hard to out level because if people are lower level than you, the jungle exp isn't as high. This was exactly why it's really hard to get out of the jungle being 2+ lvls higher than anyone else. If you manage to do it, it's likely the laners are dying and losing exp and you are just power farming.
Also, Shyvana in the jungle has weak ganks. She can't really gank unless laners have hard cc, which in this case, other jungler with cc would do an even better job. My point being is, Shyvana in the jungle is only good as long as your laner don't need you. Once, that is gone, it's over. If they start to lose, you can't do much to help them. Against shyvana just gank you laners, snow ball them and get objectives.
If you have no kiting or mobility you'll lose against Shyvana. But every team usually has some decent kiting and mobility. She is fine, her ult can be cced and im pretty sure its intentional to leave it like that.
